CPS doesn´t apply all changes for groups

When we trying to apply the changes for groups proposed by CPS, the CPS doesn´t applies the changes for all objects and doesn´t report this in the application report.
The only way to know that the all changes was applied is to compare the application report with the group size
.In that case the group and all CP associated to the group have the status changed to APPLIED, even the objects that was not updated in data base.
